Mombasa is a city in the Kenyan portion of the East African Protectorate on Earth. It consisted of a prosperous section called New Mombasa on an island known as Mombasa Island, as well as a run down section known as Old Mombasa, on the mainland around the island.

Pre-Great Purification
The exact founding date of the city is unknown, but it has a long history. It must have been already a prosperous trading town in the 12th century, as one of its earliest mentions is from 1151. Mombasa had always been an important port of the Indian Ocean trade routes and was captured and recaptured countless times by a variety of powers including Portugal, the United Kingdom, and various Arab forces. This violent history led to its Swahili nickname "Kisiwa Cha Mvita," or "Island of War." The city became part of the independent nation of Kenya in the 20th century. During this era, Mombasa became a tourist destination, boasting numerous resorts and clean white beaches. It was also important as a port city, connecting East Africa to the Indian Ocean.

Covenant era
Early era
Following the War of Beginnings, Sanghelios would be the capital of the Covenant until High Charity was completed. The remaining Sangheili colonies became some of the primary worlds for the Covenant. A few of these worlds would be given an alternate name by the Prophets. Glyke would be 'blessed' with the name "Sphere of Praise" while Hesduros would be referred to as "Silent Homage" by San'Shyuum scientists. The signing of the Writ of Union would however lead to the Rending which would take place at several points in Covenant space including Sanghelios. It would also lead to the settlement and destruction of The Refuge. At roughly the same, the Covenant would undertake a secret mission to Janjur Qom.

The homeworld of the Covenant, High Charity began construction in 851 BCE over Sanghelios. Construction of the station would continue over Tuluk'katho and eventually completed in 791 BCE. In 648 BCE, the San'Shyuum would claim that their cradle world would be destroyed by stellar collapse.

The mainland districts were stifled, ironically, by their thirst for growth. During the 21st and 22nd centuries, sea levels worldwide began rising due to global warming. Port cities around the planet were faced with a choice: construct flood control measures, or drown. In Mombasa, it was decided that, rather than shore up the old docks on Mombasa Island, it would be easier to build brand new ports on the mainland, southwest of the city. So massive seawalls were built to hold back the rising waters, and new dock structures extended out into Kilindini Harbour.Citation needed
Incorporation and expansion
The Yanme'e species had at some point progressed in technology to the point of allowing them interplanetary travel and the colonization of two of their homeworld's moons. In 1112, the Covenant discovered Palamok and would incorporate the species after warring with them for a time. Following this, Sangheili and Yanme'e Queens would settle Malurok together.

Interstellar Era
For several years prior to 1342, the Kig-Yar would wage war against the Covenant. Eayn would subsequently be folded into the Covenant. The gas giant in which it orbited would eventually become the only known Covenant controlled world to humanity prior to first contact.

For a time, these docks brought prosperity to the mainland. Shantytowns were demolished to make way for new office buildings, highways were constructed, and commerce thrived. But by the end of the 23rd century, global warming began to reverse as new technologies emerged and millions of people departed Earth for colonies in the rest of the Solar System. Sea levels began receding as temperatures dropped worldwide. In time, the port facilities on the mainland were left literally high and dry.Citation needed

Mombasa underwent dramatic change with the arrival of the interstellar era. In response to increasing demand for cheap orbital access, due to its economic stability and prominent location, Mombasa was chosen to be Earth's first Space Elevator city. The government began construction on one of the wonders of the age: a space elevator (Mombasa's proximity to the equator made it an ideal location) in 2302. This structure served to lift heavy cargo into geosynchronous orbit without expensive booster rockets filled with fuel.
In 2142, Balaho and the Unggoy species were discovered by the Covenant subsequently brought under their authority. Balaho would eventually become a backwater in Covenant space with most shipping routes avoiding it.

Over the next eleven years the city experienced explosive growth, but nothing compared to what followed. The city grew out as well as up, its urban sprawl unequaled throughout the continent. There was an immediate influx of trade, people, and jobs; as a result, the landscape of the city was completely re-imagined. Within a century, the old apartment buildings and hotels on Mombasa Island had been torn down and replaced with the latest architecture, such as vast industrial complexes and gleaming office towers. It was during this period of tremendous growth that the city became known as "New Mombasa."
In at least one case, the Covenant wiped out an unidentified civilisation on the planet Karava and settled the world afterward.

Mombasa would change dramatically within the centuries that followed. By 2430, New Mombasa had absorbed the entire island and many of the surrounding towns, which became overrun by residents of Mombasa. The switch of name was never official, and though many of the neighborhoods within direct line of sight to the Mombasa Tether still distributed newspapers and Chatter directories under their previous names, all municipalities within a 74 km radius of the island became referred to as "Old Mombasa."
In 2462, the Unggoy Rebellion began. In a play to end the conflict, the Covenant would end up glassing part of Balaho.

Covenant Invasion
At some point following 2492, but before 2531, new tithes were implemented by High Charity. In response, a series of heretical uprisings took place on various Covenant worlds. Avitus would be sent to quell these rebellions.

Battle of Mombasa
On October 20, 2552, a small group of Covenant capital ships arrived at Earth. Uninformed of the Human presence on Earth, Regret was outnumbered and outgunned against the UNSC Home Fleet. During the orbital battle, the Prophet of Regret's Flagship broke through Earth's defenses and descended to the atmosphere, and anchored itself above New Mombasa. The Covenant started deploying their ground forces to the city, in search of a Forerunner relic, the Ark Portal, buried under the city.

However, due to a strong UNSC counterattack and the inferior numbers of the Covenant, Regret ordered all of his forces to be evacuated back aboard the Carrier. After this, the ship jumped into slipspace just above the city, releasing a shockwave and pulling multiple city blocks from the mainland with it. This event became known as the "New Mombasa Slipspace Event." In the hours after Regret's retreat, a larger Covenant fleet arrived at Earth. ===Media===
Multiple media organizations exist within Mombasa. The city has two newspapers, the Daily Bulletin and The Mombasa Times.
Architecture
The architecture of the city is different depending on the location. Old Mombasa's architecture was an odd hodgepodge of old and new: 16th-century Muslim arcades, aging 21st-century office buildings, looming 26th-century power couplings, old concrete homes secured with computerized locks. Clotheslines strung next to power lines, and mechanical gates set into ancient brick walls. In some areas, newer skyscrapers had found their home.

New Mombasa is composed differently. In some areas there is more use of a commercial focused arcology, while in another, it is more focused on industrial design.
Created uprising
The Cortana Event did not affect the Urs system alone. Created forces would end up occupying Malurok, prompting a detente among the warring parties on the world.
The culture also seems displaced between the different parts of the city; while New Mombasa was populated with industrial workers and ambitious cosmopolitans, Old Mombasa was considered to be more of an old rundown slum that deteriorates by the day. The denizens of the old city were largely isolated from the residents of New Mombasa; even their dialect was completely different from the standard language.

Mombasa Island, where the metropolis of New Mombasa lies, is separated from the mainland by two creeks: Tudor Creek to the north and Kilindini Harbour to the south. Northwest of the island and between the inlets, there used to be a large peninsula, connected to the Mombasa island by the Makupa Causeway.

The futuristic metropolis of New Mombasa resided on the Mombasa island, connected to the mainland by multiple bridges. By the 26th century the city was a dynamic, cosmopolitan metropolis. Its buildings were sleek and sharp, with a multitude of interstellar corporations all owning property in the city center.

The City Center spans much of the Southeast portion of the island, being divided in multiple walled sectors.

Sangheili
Sangheili planets are run in a style similar to feudal manorialism. Multiple Sangheili clans, known as Keeps, ally together and are led by a single Kaidon who controls the surrounding territory. Smaller Sangheili colonies are often governed by only a handful of keeps, which control the entirety of the world's resources. On larger worlds like Sanghelios, hundreds of keeps vie for power and influence using politics and military force.

While the majority of New Mombasa has been divided to numbered sectors, some districts such as Mbaraki, Kizingo or Kikowani still retain their original names. The original names are often seen in the names of streets or train stations, for example. Some of the districts' names have changed, albeit slightly; areas originally referred to as Tangana and Liwatoni are now referred to as Tanaga and Liwitoni, respectively. The locations of some districts have changed as well. This is the case with most of the districts on the southern side of the island, where the sea has claimed large areas of land.
After the fall of the Covenant, some keeps have transformed into military sects.

When Kamal and Jersey meet, Jersey makes a sarcastic remark about heading to Atlantic City. Many countless worlds would fall under the control of the Covenant[1] in a "Covenant sphere".[2][3] The base worlds established by the Sangheili were considered the Covenant's primary worlds.[4]

With each species added to the alliance, so too were their worlds on top of new worlds being settled and the subsuming of certain Forerunner installations.[4] Various physical materials from each of the incorporated species' homeworlds were used in the Skin of the First Worlds, itself a component of High Charity.[5]

As the Created came to control many of these worlds, only echoes of the empire remain.[6]

History

Pre-Great Purification

Main article: Human-San'Shyuum alliance

The Forerunners built numerous facilities on various other Covenant worlds including the Guardian Custode support areas on Sanghelios,[7] a portal to Sarcophagus from Hesduros,[8] and a facility in the Y'Deio system.[9] They also maintained facilities on other worlds that they Covenant would subsume such as Zhoist.[10]

Artwork of the War of Beginnings
The Sangheili colony of Ulgethon was a major battlefield during the War of Beginnings.

The Former Age

Main articles: The Former Age, Age of Abandonment

Following the Great Purification, an unknown complication occurred and the Forerunner starship Anodyne Spirit crashed onto the surface of Janjur Qom.[11][12][13] This would invariably lead to the War of Wills, where two factions would fight over control of the ship.

Several hundred years before the Covenant,[14] the Sangheili colonized dozens of worlds which ranged from thriving population hubs to frontier worlds with only a handful of pioneer keeps.[15] Qikost and Suban, the moons of Sanghelios, were among the first colonized, with the Sangheili setting up armories on Qikost[16] and mines on Suban.[17] The Age of Seven Worlds appears to have started about the time of or after the colonization of the seventh world.[18] Interstellar Sangheili colonies included Glyke,[1] Hesduros,[19] Codisfold,[20] and Ulgethon.[21] The 76th explored world was Creck.[16] These collective worlds were bound by blood and belief over any centralized authority.[14]

It was on one such colony world, Ulgethon, that the Sangheili first encountered the San'Shyuum thus commencing the War of Beginnings.[22] Fighting in the war would take place on other Sangheili colonies[16] such as Codisfold.[23] The Dreadnought which was in possession of the San'Shyuum at the time, would cause untold destruction on several Sangheili worlds.[24] Battling in the war would even reached Sanghelios itself.

High Charity under construction over Tuluk'katho.

Covenant era

Early era

Following the War of Beginnings, Sanghelios would be the capital of the Covenant until High Charity was completed.[25] The remaining Sangheili colonies became some of the primary worlds for the Covenant.[4] A few of these worlds would be given an alternate name by the Prophets. Glyke would be 'blessed' with the name "Sphere of Praise"[1] while Hesduros would be referred to as "Silent Homage" by San'Shyuum scientists.[19] The signing of the Writ of Union would however lead to the Rending which would take place at several points in Covenant space including Sanghelios.[26] It would also lead to the settlement and destruction of The Refuge. At roughly the same, the Covenant would undertake a secret mission to Janjur Qom.

The homeworld of the Covenant,[27] High Charity began construction in 851 BCE over Sanghelios.[26] Construction of the station would continue over Tuluk'katho and eventually completed in 791 BCE.[24] In 648 BCE, the San'Shyuum would claim that their cradle world would be destroyed by stellar collapse.[28][29][9]

Incorporation and expansion

A Covenant fleet arrives over Balaho.
Balaho is discovered and occupied by the Covenant.

The Yanme'e species had at some point progressed in technology to the point of allowing them interplanetary travel and the colonization of two of their homeworld's moons.[30] In 1112, the Covenant discovered Palamok and would incorporate the species after warring with them for a time.[9] Following this, Sangheili and Yanme'e Queens would settle Malurok together.[31]

For several years prior to 1342, the Kig-Yar would wage war against the Covenant.[32] Eayn would subsequently be folded into the Covenant. The gas giant in which it orbited would eventually become the only known Covenant controlled world to humanity prior to first contact.[33][34]

In 2142, Balaho and the Unggoy species were discovered by the Covenant subsequently brought under their authority.[35] Balaho would eventually become a backwater in Covenant space with most shipping routes avoiding it.[34]

In at least one case, the Covenant wiped out an unidentified civilisation on the planet Karava[36] and settled the world afterward.[37]

In 2462, the Unggoy Rebellion began. In a play to end the conflict, the Covenant would end up glassing part of Balaho.[38][35]

The Jiralhanae had managed to achieve spaceflight and established colonies within the Oth Sonin system.[39] Shortly prior to 2492, Doisac suffered a nuclear war known as the Great Immolation. In 2492, the Covenant would find and quickly incorporate Doisac and the Jiralhanae into the Covenant.[40] Since then, the San'Shyuum settled Jiralhanae on resource-rich worlds to guard them against anyone seeking to claim them for themselves;[41] mostly ambitious members of the other client species.[42]

At some point following 2492, but before 2531, new tithes were implemented by High Charity. In response, a series of heretical uprisings took place on various Covenant worlds. Avitus would be sent to quell these rebellions.[43]

War of Annihilation

Main article: Human-Covenant War

Early in the War of Annihilation, the UNSC counterattacked the invading Covenant and struck at Zhoist. This would result in the regional capital of the Ring of Mighty Abundance being destroyed,[44] along with UNSC Nuclear weapons destroying two out of the Ten Cities of Edification.[45]

The UNSC would make further attempts to strike Covenant-controlled worlds. In 2537, SPARTAN-III Alpha Company was deployed to asteroid K7-49 in order to disrupt Covenant operations there. While they succeeded, 300 SPARTAN-IIIs were killed in the process.[46] A similar action would be repeated at Pegasi Delta in 2545 with Operation: TORPEDO. While also a victory, it would cost the lives of 298 SPARTAN-IIIs of Beta Company.[47]

At some point during the war, Linda-058 was deployed to the world of Odenli'sh to assassinate a San'Shyuum missonary.[48]

As well, in 2552, the Office of Naval Intelligence had made a breakthrough and learned the locations of several Covenant worlds including Sanghelios and Glyke. With this knowledge, when Condition Endgame was declared at the Battle for Earth, Operation: SUNSPEAR began resulting in Gray Team being deployed to Covenant space.[49]

During the Great Schism, the world Joyous Exultation would act as a rallying point for the Sangheili.[1] A NOVA bomb was detonated there by accident resulting in a quarter of the world being vaporized and its moon shattering.[50] Most of the San'shyuum governors of worlds joined the rest of the species on their mass exodus during the Great Schism.[51]

Postwar

Main articles: Sangheili-Jiralhanae war, Blooding Years
The Banished raiding Kostroda.[52]

Just days after a tentative peace treaty was formed between the group that would become the Swords of Sanghelios and the UEG, the Sangheili colony of Glyke was mysteriously destroyed, killing billions. Rumors had it that the colony's destruction was either an internal conflict or a Jiralhanae retaliation, but in truth it was destroyed by SPARTAN-II Gray Team with a NOVA bomb as part of Operation: SUNSPEAR, an effort to strike a blow at a major enemy world to try to cause the Covenant to reconsider. Having last heard that Earth was under attack, Gray Team were unaware of the war's end due to damaged deep-space communications equipment and thus that their mission was no longer necessary.[49]

The destruction of High Charity would lead to the former Covenant's worlds going into disarray with many of each species returned to their respective homeworlds[6] including the Yanme'e.[53] Sangheili soldiers returned to Sanghelios to find feuding and civil unrest.[54]

After the dissolution of the Covenant and the exodus of the local San'Shyuum governors,[51] many of the Covenant worlds fell into the control of various factions such as Sephune III ending up under Jul 'Mdama's Covenant,[55] or Otraak under the Banished.[56] Some worlds were contested between species and governments,[37] while Joint Occupation Zones were established between the Unified Earth Government and the Swords of Sanghelios to allow colonies to be administrated by multiple species.[57]

The various Sangheili colonies fell into internecine conflict[58] such as on Malurok.[59] These conflicts would see many Rwaru-pattern carracks pulled into military service, which would cripple much of the interstellar commerce binding the Sangheili worlds together.[60] Sangheili colonies also had to contend with raids and other fighting with the Jiralhanae.[41][2][61] Similarly, Jiralhanae worlds also became embroiled in internecine conflict as rival clans fought each other for a number of reasons including land.[6] The worlds placed under Jiralhanae control would be used leverage against humanity and other members of the Covenant, though many of the dominant master-packs lacked the knowledge to fully exploit the worlds.[42]

In contrast, the Kig-Yar interplanetary colonies and Balaho remained stable though Buwan was abandoned.[58]

Just prior to the Created uprising, Doisac and its moons had become a base of operations for most pirates in the Orion Arm. At the same time, independent packs were consolidating under the Banished.[62]

Created uprising

As the Created uprising began to take shape in 2558, a global war started on Sanghelios.[63] With the onset of the Cortana Event, Sanghelios was directly hit by Guardian Custodes[64] and despite proximity, Suban suffered minimal damage.[65] The immediate loss of communications and disruption of logistics would inhibit previously ongoing independence movements on Qikost.[66]

The Cortana Event did not affect the Urs system alone. Created forces would end up occupying Malurok, prompting a detente among the warring parties on the world.[59]

Balaho sided with the Created, meaning no Guardian was sent to the world.[67] Old factories were reactivated and supplies from the Created were shipped to the planet.[68] A skirmish would break out on the planet between various forces of the UEG and Unggoy on the planet.[67]

Doisac was hit quite hard, being completely destroyed by a fleet of Guardians on the direct orders of Cortana.[69] The exploding debris of the planet would obliterate the moon of Soirapt, and heavily damaged the moons of Teash and Warial. A large amount of survivors from Teash managed to resettle on the colonies of Gathved, Ordun Dal, and Savadok.[70] The news of this action would reach the Sangheili on Sanghelios three days later, around the time of the High Gathering.[71]

Post-Created domination

With the end of the Created conflict and the rise of the Banished, many Sangheili worlds waited to get direction from Sanghelios.[14] However, the debilitated security situation in Urs saw several factions make claims on the moon of Suban.[65]

Government and politics

Administration

Interstellar

Collectively, the non-cradle worlds of the Covenant were referred to as "tithe worlds"[1][15] and described as protectorates.[72] Worlds employed with military planning and production were known as "fortress worlds."[73] The fortress worlds would often be patrolled by Ekesan-pattern heavy transports[74] and vast urban areas would require transport in vehicles such as the Iqnucekk-pattern transports, Maravelotz-pattern transports, and Khaulio-pattern administrators.[75] Overall, these key fortress and stronghold worlds served as key proxies for High Charity in administering the empire.[76]

Spread throughout the empire were regional capital sites known as harborages; city-ships and command-and-control centers. From them, the Prophets could be broadcasted, Covenant starships could be resupplied, and Forerunner artifacts safeguarded. As well, each inhabited system was given a Coordination platform and garrison overseen by the Ministry of Concert. Smaller platforms were placed in strategic locations.[44]

The High Council was responsible for the administration of these interstellar territories, assigning tithes and levies, and allocating resources across the numerous member worlds.[77] San'Shyuum governors handled administrative duties on a local scale.[51] Worlds had their own emissaries, some of which would be sent to High Charity.[5] Trade between these worlds appeared to have been handled by more local authorities as Ghe 'Talot's clan would supply production materials to Kolaar Manufactorum on Sanghelios.[78]

Known worlds to the Covenant had information recorded to the Covenant World Registry.[79] On some stellar charts, systems can be given a scarlet colored border, which means "Forbidden".[80]

Planetside

Covenant planets had considerable autonomy in running their own affairs.[44]

Sangheili
The State of Vadam on Sanghelios

Sangheili planets are run in a style similar to feudal manorialism. Multiple Sangheili clans, known as Keeps, ally together and are led by a single Kaidon who controls the surrounding territory. Smaller Sangheili colonies are often governed by only a handful of keeps, which control the entirety of the world's resources. On larger worlds like Sanghelios, hundreds of keeps vie for power and influence using politics and military force.[54][14]

After the fall of the Covenant, some keeps have transformed into military sects.[14]

-confusion in the meaning of keep

Jiralhanae

Doisac was largely controlled by two skeins, or master-packs.[61] Several of their other settled worlds were controlled by master-packs.[42] Despite being settled on numerous resource worlds by the San'Shyuum, the Jiralhanae lacked the ability to mine the resources themselves.[41][42]

Kig-Yar

For the Kig-Yar, and in the case of Eayn specifically, it is ruled by an alliance of arch-matriarchs[81] with pseudo-governments on the world being ochlocracies and Luck egalitarianism forming the base of justice systems.[82] Some of these pseudo-governments ruled over full continents of the world such as with the continents of Ruuht and Ah'lomet.[83]

Fringe

Main article: Covenant fringe

Most of the Fringe species were relegated to their homeworld or remote locations and most often locally administered by San'Shyuum executors and a cortege of Kig-Yar enforcers.[84] Fringe space would be protected by Covenant fleets such as the Fleet of Recalcitrant Ire.[85]

Scale

The Covenant occupied hundreds of worlds,[5] though the Covenant would often leave a world untouched unless it offered particular treasures both religious and practical.[4] These worlds were based primarily out of the Orion Arm.[27][86][87][Note 1] A few of these worlds like Strilun IV[88] and Ealen IV[41] were near human occupied space. The space between Covenant space and human space was referred to as "wild space".[72]

The Covenant fringe's worlds were scattered around the Orion Arm.[89]

Sangheili

Around the time of the War of Beginnings, 76 worlds were explored by the Sangheili.[16] By the time of the Post-Covenant War conflicts, there was a primary "complex"[90] or "core sphere"[2] of Sangheili worlds. The total amount of Sangheili worlds was equivalent to that of humanity's colonies.[91] There was also a "Sangheili frontier"[61] and a region of space known to the Sangheili called the Out Sectors.[92]

Notes

  1. ^ The Halo Waypoint article for the Covenant claims that the empire "dominated much of the galaxy". However, most sources (including Halo: Warfleet and several Waypoint articles) agree that the Covenant Empire was based out in the Orion Arm.

character locations

  • Jersey Morelli and Janissary James - New Jersey
    • Chapter 9 mentions Kamal needing to head to New Jersey. This is in reference to having to go meet Jersey Morelli. This is reiterated in Chapter 10 with Kamal being told that a driver at Jerry's Diner (possibly in Pittsburgh) will take him to New Jersey. When Kamal and Jersey meet, Jersey makes a sarcastic remark about heading to Atlantic City. When Jersey meets Rani in Boston in Chapter 10, he has NYC on his bags, something that Rani notices immediately. Also, he has an NYC accent something that Jersey himself mentions. As for Janissary, Jersey and Janissary live in the same building as mentioned in Chapter 1. Also when Durga brings up the emergency call it is for Bergen County, New Jersey which is on the western banks of the Hudson in the NYC area.
  • Rani Sobeck - Boston, Kentucky, and Washington DC
    • Sarah and Rani talk about leaving Boston in Chapter 10.

other info

  • Chapter 9, public health law requires people to be tested for intestinal TB if they are exposed to it. Testing costs money
  • Chapter 10, people not from Earth referred to as colonial. Jersey turned 18 in June of that year.
