Secretary of Defense is a Unified Earth Government position. During the Battle of Earth, the Secretary of Defense was Paul Huphy Russel. Russel wrote a propaganda-laden message for the youth of New Mombasa, urging them to join their local "freedom fighter brigade" to fight the Covenant.[1]
