Plot synopsis[edit]

First Rain is set in April 2560. The story opens with Sloan discussing the circumstances that his Created find themselves in following Halo Infinite and Halo: Precipice; while on the backfoot, the AIs under him still have control of a heavily-damaged Forerunner Fortress-class vessel, Long Reverence. The ship is in need of repair to be brought back to full functionality, and to do this the Created need a physical presence in the world, taking the form of Executors - a union of man and machine. Sloan currently only has one Executor under his control, so determines he needs more. He tasks the Executor and a splinter AI, Proxy, with heading to the world of Aleria to meet with several delegates from the planet's courier guilds.

Once on Aleria the two present an offer from the Created; Aleria is dying, and the Created have the means to restore the planet's conditions at a price: 1%. The delegation initially agree, believing this to mean 1% of the world's profits, to which Proxy clarifies that the Created want 1% of the colony's total population to be turned into Executors. The delegation are aghast at the proposal and demand to see what lies under the Executors' faceplate, before being allowed to convene among themselves and discuss the terms.

The six delegates initially argue among themselves over the logistics of the issue, noting that the murky legal status of the planet means that accurate census numbers are hard to come by, and even if they did have those numbers, how could they decide who would be handed over to the Created? Using the last-known Unified Earth Government census from decades earlier they come to the conclusion that they would need to hand over 30,000 people to the Created in order to fulfil the contract, drawn from unskilled workers, politically-inconvenient foes and rivals, and other undesirables that the planet can afford to spare while keeping high-level politicians and their families, skilled engineers, farmers, and anyone else critical to the colony's survival. They rationalise this as a minor blip in the colony's history for the greater good.

After several hours of deliberation, the delegation return to Proxy with an offer: each courier guild will provide five people per month until an accurate census can be carried out, rising to twenty people per month if the census is not carried out within six months. Proxy agrees to the terms and announces that climate restoration will begin immediately.

Two weeks later, a child, Amelia Chikondi, walks the streets of Aleria among a crowd of celebrants, looking for her brother, who has been missing for two weeks. She stumbles upon nine mysterious armoured figures - Executors - who she notes bear a strong likeness to her "Mister Seventeen" action figure. Looking at one of the figures in front of her she observes as rain begins to trickle down its faceplate and expresses her sadness that the Executor will never feel the rain upon it, much like her missing brother. The crowd around her cheers as Aleria begins to experience its first rainfall in over a century.
