The Mombasa Quays was a location in the city of New Mombasa, Kenya, Earth.
A quay is a boat landing or wharf. The Mombasa quays were mentioned as the location of medical personnel evacuation in Halo 3: ODST sources.
The quays are possibly similar to the Mythic map pack part two level which is also located around Mombasa - Longshore, except not covered in fish crates and homicidal red and blue Spartans.
The warships in the distance on Longshore could be a hint that the medical personnel in fact survived the covenant invasion of the city...
