The Fleet of Particular Justice, formerly led by the Arbiter, was just one of many Covenant Fleets. This fleet was present at the Battle of Reach and pursued the UNSC Pillar of Autumn to Installation 04.

Background

This fleet, under the leadership of the future Arbiter, was responsible for all the Covenant forces the UNSC battles during the Battle of Installation 04. They fought the humans, the Forerunner constructs under command of 343 Guilty Spark, and eventually, the Flood.

As Installation 04 was destroyed, most of the fleet was destroyed along with it, however several vessels survived, including six cruisers and a flagship of the fleet, the Ascendant Justice.

The fleet's exact size is unknown, but it is stated in Halo: The Fall Of Reach that it numbered around 300 ships. However, it is known to have contained at least a dozen CCS-class Battlecruisers, at least two Assault Carriers. Images of the fleet from Halo 2 suggest that it also contains dozens of smaller combat and support vessels. Within those ships was a massive army, containing perhaps hundreds of thousands of troops.

One Artifact Retrieval team, led by Sesa 'Refumee, was on Threshold at the time of the fleet's destruction. Upon discovery of 343 Guilty Spark, they rebelled and became the Heretics, a conflict that was a prelude to the Covenant Civil War.

Causalities

When the Fleet of Particular Justice made a blockade for the Pillar of Autumn, its believed that the Pillar of Autumn destroyed at least 4 cruisers and damaged others. But at the end of the Battle of Installation 04 it believe that all ship as been destroyed.[1]
