The Zeta-2 Division is an organization of the Office of Naval Intelligence. They maintained "whisper teams" that exclusively utilized Theon helmets.[1]

Zeta-2 was re-consolidated following the Created decapitation of ONI senior leadership during the Created uprising.[1]
