The Fleet of Particular Justice is a Covenant Naval unit.

It was formerly led by the Arbiter. This Fleet was the one present at the Battle of Reach, and pursued the UNSC Pillar of Autumn to Installation 04, also known as Alpha Halo.

Background

This Fleet, under the leadership of the future Arbiter, was accountable for all the Covenant forces the UNSC, fought during the Battle of Installation 04. They fought the humans, the Forerunner constructs under the command of 343 Guilty Spark, and eventually the Flood.

As Installation 04 was destroyed, most of the Fleet was vaporized along with it. However, several vessels survived, including six cruisers and the flagship of the Fleet, the Ascendant Justice.


One Artifact Retrieval team, led by Sesa 'Refumee, was on Threshold at the time of the Fleet's destruction. Upon discovery of 343 Guilty Spark, they rebelled and became the Heretics, resulting in a conflict that was a prelude to the Covenant Civil War. The Heretics were wiped out, but the Covenant belief in their creed fell abundantly.


The Fleet of Particular Justice was one of the Covenant's largest fleets, only exceeded by the Combined Fleet of Righteous Purpose led by Xytan 'Jar Wattinree and the Second Fleet of Homogenous Clarity whose purpose was to defended the Covenant capital city known as High Charity.
