The Fleet of Particular Justice is a Covenant Naval unit.
It was formerly led by the Arbiter. This Fleet was present at the Battle of Reach, along with several other Covenant Naval units, and pursued the UNSC Pillar of Autumn to Installation 04, also known as Alpha Halo.
Background
This Fleet, under the leadership of the future Arbiter, was accountable for all the Covenant forces the UNSC fought during the Battle of Installation 04. They fought the humans, the Forerunner constructs under the command of 343 Guilty Spark, and eventually, the Flood.
As Installation 04 was destroyed, most of the Fleet was vaporized along with it. However, several vessels survived, including six cruisers and the flagship of the Fleet, the Ascendant Justice.
One Artifact Retrieval team, led by Sesa 'Refumee, was on Threshold at the time of the Fleet's destruction. Upon discovery of 343 Guilty Spark, they rebelled and became the Heretics, resulting in a conflict that was a prelude to the Covenant Civil War.
Casualties
When the Fleet of Particular Justice set up a blockade for the Pillar of Autumn at the exterior of Installation 04, it is believed that the Pillar of Autumn actually managed to destroy at least 4 of the Fleet's Cruisers and damage many others. At the end of the Battle of Installation 04, it is believed that several, if not almost all ships were completely destroyed. However, several vessels did survive the destruction, including six cruisers and the leading Flagship of the Fleet, the Ascendant Justice.[1]
