War Chieftains,[1] or War Chiefs for short,[4] were Atriox's inner circle in charge of all legionmasters and shipmasters in the Banished. They were below the authority of the warmaster.[5]
Following the death of War Chief Decimus,[1] the Banished's original second-in-command,[6] War Chief Escharum became the next second-in-command of the Banished.[2] After Atriox's presumed death, Escharum effectively became the leader of the Banished, although he continued going by the title of war chief rather than taking up Atriox's title of warmaster. Escharum held this title until his death at the hands of the Master Chief in the Battle of the House of Reckoning during the Battle for Zeta Halo.[7]
Another War Chief was Severan, the only surviving son of Tartarus. When Atriox left for Zeta Halo, he placed Severan in charge of the remaining Banished forces,[8] consisting of two hundred clans and more than thirteen hundred warships.[9][10] Before his departure, Escharum ordered Severan to destroy Earth in retaliation for the Razing of Oth Sonin.[9] Secretly, however, Severan was working for High Lord Dovo Nesto, a San'Shyuum of the Order of Restoration who sought to restore the Covenant empire.[9] During the Battle of Boundary, Severan ended the Banished's alliance with Nesto.[11] By January 1, 2560, Atriox and Escharum had disappeared along with Zeta Halo and all of the forces that they took with them. Severan was now kept alive by life-sustaining armor and worried that with their top two leaders gone, the Banished would be thrown into chaos, becoming a faction of squabbling warlords vying to secure and expand their own fiefdoms, reenacting the clan wars of old. Severan intended to give the Banished purpose, direction and hope and rally them together in the absence of their leaders. Severan would dedicate the Banished to hunting down Nesto and the countless undiscovered treasures in the galaxy, from the remains of the Covenant war machine, to the secrets of the Forerunners and the many mysteries that lay even beyond them.[12]
