The easiest way to reach the Scarab Gun is to turn on the Sputnik and Feather skulls, play the level to the end and grab a rocket launcher. On the final bridge before the Scarab stops, jump on the first barrier, edge yourself as close to the edge facing the wall as possible, then jump and fire a rocket. The blast, coupled with the skulls, should be enough to send you high enough to reach the place where the Scarab Gun is. Keep aiming down and pressing forward and you should land safely after a few attempts.

Scarab Lord is an achievement in Halo: The Master Chief Collection. It is unlocked by acquiring the Scarab Gun on Metropolis. The achievement is worth 20 Gamerscore and can be unlocked on any difficulty.

The easiest way to reach the Scarab Gun is to turn on the Sputnik and Feather skulls, play the level to the end and grab a rocket launcher.
