The Council of Deed and Doctrine was a lesser council in the government of the Covenant, charged with the oversight of matters pertaining to Covenant religion.[1]

History[edit]

The Prophet of Supposition submitted an indication on the potential religious implications of the Flood on Installation 04 to the council in 2552. In the letter, he proposed the question of whether the Flood were necessarily an enemy - or whether they may be something the Covenant ought to venerate.[2]
