A state-shifter is a piece of Forerunner technology capable of converting matter from one physical state to another.[1]

Overview

State-shifters must be large enough to house a suitable power source. All manner of physical states may be produced through their application to existing matter, such as fermionic condensates, for example. The United Nations Space Command had discovered state-shifters by the end of 2553 and they were considered quite safe to use.[1]
