In 2381, the Assembly Majority makes a suggestion to the Committee of Minds for Security that the Assembly should relay their ideas to humanity indirectly, due to the risk of humans ignoring them if they presented them outright.[1] 2381 is also a reference to Bungie's number 7; 3 x 1 = 3, 8 - 3 = 5, 5 + 2 = 7.
