Xe'tl Yanevi,[3] the Minister of Harmony, is a San'Shyuum politician in the Covenant, and the minister responsible for leading the Ministry of Harmony. He leads the warriors of the Sacristan Order.[1]

During the Human-Covenant War, the Minister of Harmony took up residency aboard Triumph of Tolerance. In 2551, he and his forces were present over the recently-glassed colony of Promise when they became the target of the UNSC's Operation: METEORITE. At the time of the operation, the minister was conducting experiments using Forerunner gene-forges.[2] These included Jiralhanae Berserkers, which were released upon captured UNSC Marines of Tiger Company in the ship's habitat domes.[4] The UNSC recovered data from the ship's kelguid on High Charity before the liberated Marines sacrificed themselves to sabotage the ship's power generators, allowing the UNSC Burden of Proof to destroy the Triumph of Tolerance and Harmony's experiments. However, Harmony himself managed to escape in a command shuttle. Avery Johnson and Catherine Halsey speculated on the possibility that Harmony had other such ships out there, but Johnson doubted it as Harmony seemed to be working alone.[5] Harmony planned to meet with the Minister of Preparation to discuss his future plans, believing that he would realize Harmony's worth.[6]
