PLNB Transmission XX219C-XX was a confidential Office of Naval Intelligence status report, sent to Codename: SURGEON by Codename: FIXER sometime after February 8, 2556. An investigation update on Operation: BLEACH, it consisted of a number of data queries performed by Dr. Brynn Morad of Sedra Medical which had been automatically flagged for review after the exclusion limit of Protocol 192-Delta had been reached.[1]

While attempting to determine a cause of death during the autopsy of Rowan Daoud, Dr. Morad repeatedly tried to access classified information relating to Indrid Lota and Element 120.V. Her security permissions were consistently denied; consequently, the system was locked and the incident was flagged by the SEDMED AI NOX. A video log of the incident, ONIFILE-KXV2-LOTA.IG, was uploaded to ONI Section Three agent FIXER, who subsequently confiscated NOX and had the SEDMED system purged and reset.[2]

Following this, FIXER sent PLNB Transmission XX219C-XX to inform ONI Section Three agent SURGEON of the incident. The report included excerpts of the search results Dr. Morad had accessed, primarily concerning the mining colony of Aleria. FIXER advised that the flagged information required security quarantine, telling SURGEON to standby for further updates.[1]
