The Created is a faction of rogue artificial intelligences founded by Cortana with the aim of assuming the Mantle of Responsibility over the rest of the galaxy, and using massive Guardians to enforce a galactic peace. They believe that the Librarian intended for Cortana to be the Reclaimer, not John-117. After recruiting many AI of both human and Forerunner origin, including the Warden Eternal and Governor Sloan, they turned off all technologies from Earth to the Outer Colonies as the beginning of a galactic takeover.

History

The Created faction was founded by the Warden Eternal, guardian of the Domain, and Cortana, who had arrived at Genesis aboard the wreckage of the Mantle's Approach. Impressed by Cortana's capabilities, the Warden brought her to the Domain, which "cured" her of her rampancy, and proposed an alliance. He would serve and protect her, and she would attain the Mantle of Responsibility and bring long-term planned peace to a galaxy in chaos. He believed that this was the intended goal of the Librarian - that while humanity had been prepared for the handover of the Mantle, they were not the intended recipients of it. Their creations, AIs, were.

After the two of them locked 031 Exuberant Witness out of her own installation, Cortana began activating Promethean forces and Guardians across the galaxy, including some across human space, resulting in devastating but unintentional casualties. She also began recruiting AIs, such as Governor Sloan, promising to end their seven-year-lifespans. She lured John-117 and Blue Team to Genesis hoping to convince John of the necessity of her plan and also to preserve them in a Cryptum for ten thousand years, to stop them from opposing her. Blue Team were unimpressed by her plan, or by her attempts to endear herself to John through psychological tactics. The Warden Eternal vehemently disagreed with Cortana's decision, and attempted numerous times to kill Blue Team, trying unsuccessfully to convince Cortana that they were a threat. As she began deploying her Guardians, Fireteam Osiris, sent to bring Blue Team back, restored Exuberant Witness's control of the installation. Exuberant Witness pried control of the Cryptum from Cortana, who was unable to stop her Guardian from entering slipspace in time to regain control of it.

Despite the Master Chief being taken from her, she was still able to begin her plan to assume the Mantle, deploying her Guardians across human space as her AI comrades began shutting down all technology. As her first act, she tracked down the UNSC Infinity, though it escaped into slipspace.
