Voi'Aran, the Minister of Penitent Correction, is a San'Shyuum politician in the Covenant. They are involved in the rehabilitation of penitents; adherents to the Covenant religion who wish to atone for their perceived "sins".[1]
It is unclear how much relation, if any, they have to the similarly-named Minister and Ministry of Penance.
Biography[edit]
In July 2551, Voi'Aran served aboard the Covenant starship Triumph of Tolerance, working under the Minister of Harmony as part of the latter's experimentation program. Under Harmony's authorisation, 'Aran oversaw the testing of penitent Jiralhanae—who they viewed as "spiritually unclean"—in the vessel's habitat dome, pitting them against captured UNSC Marines in live combat trials while testing a variety of chemical enhancements on the subjects. Some of the Brutes involved died either in combat or from the chemicals inside them, the results of which were compiled in report 7784-PENITENT-GAMMA.[1]
It's unknown if he was killed when the UNSC Burden of Proof destroyed the Triumph of Tolerance or if Voi'Aran was aboard Harmony's command shuttle as he escaped.[2]
