This unidentified Arbiter is a Sangheili warrior serving in the Covenant military. They fought for the Covenant during the Human-Covenant War, leading Covenant forces in the invasion of Jericho VII and the Fall of Reach.[2] Under the Prophet of Candor's leadership, the arbiter led an attack on CASTLE Base to secure the Menachite portal complex buried under the mountain.[3][4]
Production notes[edit]
This Arbiter only appears in the 2008 Halo Interactive Strategy Game, a tabletop game that is considered non-canon by Halo Studios.[5] In the game, the Arbiter is a useable unit for the Covenant player, serving as the Covenant equivalent to the UNSC's Master Chief in the battles of Jericho VII and Reach. While the game is already considered non-canon, the studio has since reaffirmed that there were no arbiters installed by the Hierarchs between Ripa 'Moramee and Thel 'Vadamee, making the depiction of an Arbiter fighting against humanity at either of those battles impossible.[6]
The box art for the Interactive Strategy Game depicts the Arbiter using screenshots of Thel 'Vadam from Halo 3.
