The Emergency Circumstance Fleet[1] was a Forerunner naval group.
When the Flood began actively attacking the Forerunner military at the Forerunner core systems, the Emergency Circumstance Fleet along with the Suppression Fleet and the Security Fleet were ordered by Forerunner Fleet Command to defend the core systems. It is most likely that this fleet was overrun eventually by the Flood, and was destroyed.
