Flight Officer Captain Carol Rawley, better known by her call sign Foe Hammer,[Note 1] was a pilot in the UNSC's 23rd Naval Air Squadron. During the Battle of Installation 04, she piloted Pelican Echo 419 and served as a crucial asset to the Master Chief during the Battle of Installation 04 in the Human-Covenant War by delivering the latter Warthogs, allies and transportation to and from different points on Installation 04.

After the UNSC Pillar of Autumn made a "blind" slipspace jump to the Soell system, Covenant forces boarded the ship. Rawley and many other members of her squadron, including her co-pilot, Lieutenant Frye, and her crew chief, Cullen, escaped during the ensuing battle and descended to the surface of Installation 04 where many UNSC forces had landed.
