Research Center Oscar is a research and administrative facility run by the United Nations Space Command located under the savannah of the East African Protectorate, at the Excession at Voi. It was one of the most secure military sites on Earth as of 2559. It contains a central pavilion with planters of exotic flora and stones from a dozen different worlds, surrounding a decorative waterfall that pours into a reservoir. The far side of the pavilion had an eight-meter wall of reinforced glass that overlooked the Portal at Voi. Octavio Morales had an office in the administrative quarters of the facility.
