ONI-SEC2-MA-842 was a document subjected to material audit by the Office of Naval Intelligence. It contains an excerpt of chapter three from Rendezvous with Ramen, a biographical book written by Arturo Bustamante in 2558.[1]

Overview[edit]

The document ONI-SEC2-MA-842 was sent to Michael Sullivan in ONI Section Two. Sullivan was advised to allow Bustamante to spotlight the Sangheili asylum seeker Peter in a chapter about his Sangheili restaurant in Rio de Janeiro.[1]

In the note attached to the excetpt, another ONI operative deliberated on whether ONI should pressure the publisher Singer-Edwards Ink to omit parts of Peter's account; they noted that Peter's account was shared freely and openly as a practice of freedom of speech, but raised concerns as it may invite violence or attacks from individuals or groups that are hostile to former members of the Covenant. Ultimately, the ONI operative dismissed the case, noting that Bustamante—seemingly having written the chapter with an agenda in mind—was adding controversy for attention.[1]
