The Chief Judicate was a Forerunner individual who served as a member of the Criterion in the Forerunner-Flood war. He was one of the Criterion's few members to survive the firing of the Halo Array at the war's end, and in 97,368 BCE was one of three Criterion members (alongside the Grand Edict and Inspector Meritious) who dealt with the discovery of the Endless on their homeworld. Due to the Endless' apparent ability to survive the omnicidal pulse emitted by the Halo array, the Criterion agreed that they must be locked away and studied, as to not pose a threat to the reintroduction of life into the galaxy.[1]

The three Criterion members, alongside two ancillas Offensive Bias and 117649 Despondent Pyre, convened with the Endless' representatives in the Silent Auditorium on Installation 07 where they relayed the news of their decision to the Endless. Ultimately, the three Forerunners present did not choose to join Bornstellar on the Forerunners' final great journey in exile outside the galaxy, with their essences instead placed in durances storied in three large statues inside the Silent Auditorium chamber.[1]

According to the Grand Edict, the Chief Judicate was the coldest and most dispassionate among the Criterion.[1]
