Template:Ratings Template:Human Character Infobox Wagner, an Office of Naval Intelligence officer, was trained at the Reach Naval Academy.

Wagner held the rank of Lieutenant in 2552. Lieutenant Wagner's Prowler was one of few vessels to escape the catastrophic Battle of Reach in 2552. It was not officially stated that he broke Article 1 of the Cole Protocol, but it was implied more subtly. Fortunately, it is suggested the Covenant did not follow him. He prepared the official report for the UNSC about the fall of planet Reach and was debriefed about it by the Security Council Committee, consisting of, but not limited to Colonel James Ackerson, Fleet Admiral Terrence Hood, Major General Nicolas Strauss and about a half-dozen other command rank UNSC officers at HighCom Facility Bravo-6, HIGHCOM's headquarters. He gave them all the information he had, including the escape of the UNSC Pillar of Autumn, and the apparent glassing of the planet (Though it should be noted that he noticed an anomaly in the Covenant's glassing technique and suggested glassing may not have been imminent. In Halo: First Strike, we find out this is the case as the Covenant only partially glassed the planet.).

In 2550, he had almost a third of his body burned away by Covenant plasma. He didn't scream or shed a tear when he was burnt. He did, however, shed tears when he was debriefed about the events of the Battle of Reach with Lord Hood and Colonel James Ackerson, which was the closest thing he had ever had to a home in the Outer Colonies. What became of him later is unknown.

The last time he was mentioned was when Ackerson questioned him about volunteering for a recon on Reach, which he disliked instantly. Ackerson ordered him to get a "clean bill of medicine before returning to active duty" ASAP.
