The Emergency Circumstance Fleet[1] was a Forerunner naval group.
When the Flood began actively attacking the Forerunner military at the Forerunner core systems, the Emergency Circumstance Fleet, along with the Suppression Fleet and the Security Fleet was ordered by Forerunner Fleet Command to defend the core systems.

- Emergency Circumstance Fleets are used to provide quick response to critical situations that require immediate reinforcements.
