Operation or Project...or both?

I was a little confused by this entry. My interpretation was that the 2552 event at Sigma Octanus IV was Operation: BRAVADO as detailed in Data Drop 2. But this entry starts out with a reference to 2544. Military operations are not likely planned that far in advance. My reading of Halsey's Journal led me to believe they were talking about Project: BRAVADO in 2544 alongside other military projects we already knew, such as MJOLNIR and GUNGNIR. These are not 'Operations' (a planned military objective) but rather 'Projects' (the planned development with a tangible result). We don't know specifically what Project BRAVADO produced, but despite the similar name, I feel it's wholly unrelated to Operation: BRAVADO.
