Commander Theo Figueroa is a Senior Officer in the UNSC Navy. He was the commanding officer of Epsilon Base during the Harvest campaign on February 4, 2531. He expressed some concern to Captain Cutter over the base's ability to meet its operational schedule, but Cutter stated that Epsilon base needed to be fully operational by the end of the week, with Cutter thinking Figueroa was the best man for the job.[1]
