This unidentified Prophet was a San'Shyuum of the Covenant responsible for supply routes in an unknown sector of the Milky Way.[1]
Biography
Human-Covenant War

Prior to a visit to Heian, a world under Covenant control, a UNSC human team dispatched from the Diligence-class destroyer UNSC Kronstadt, comprised of three Orbital Drop Shock Troopers led by the Spartan-II Cal-141, managed to slip past Covenant army patrols and take up an overwatch position above a landing zone in a staging area.[1]
Just before the Spartan was able to shoot the Prophet after his arrival in a Phantom to inspect the main ruins complex in his landing site, a Jiralhanae Chieftain snuck up on the team and injured the veteran sniper.
