The Tactical Autonomous Robotic Defense System^[1] was a United Nations Space Command project.

TARDS was tested in Industrial Zone 08 of Chicago, on the planet of Earth.

The systems can be seen in the level Foundation. The player can see "Abandon in Place" written on them, hinting that it was a failed project.
The acronym TARDS is an possible joke by Bungie, given that it sounds like an abbreviation of "retards" or the "TARDIS" from Doctor Who.
TARDS's facility in Chicago may be a reference to the location of U.S. Robotics in the 2004 film I, Robot.
