Oban is a human colony. After the Human-Covenant War, the UNSC discovered this planet and its preparating it to make it a home for millions of human refugees.[1] In the meantime, the UNSC Navy continues to use it as a key staging ground for a number of highly classified military exercises, like Operation: DAYBREAK.[2]
