Wagner

Wagner is an Office of Naval Intelligence officer.

He was trained at Reach Naval Academy.

Wagner held the rank of Lieutenant in 2552. Lieutenant Wagner's Prowler was one of few vessels to escape the catastrophic Battle of Reach in 2552. It was not officially stated that he broke Article 1 of the Cole Protocol, but it was implied subtly. Fortunately, the Covenant did not follow him. He prepared the official report for the UNSC about the fall of planet Reach and was debriefed about it by the Security Council, consisting of Colonel James Ackerson, Fleet Admiral Hood, Major General Nicolas Strauss at HighCom Facility Bravo-6, HIGHCOM's headquarters. He gave them all the information he had, including the escape of the UNSC Pillar of Autumn, and the apparent glassing of the planet (Though it should be noted that he noticed an anomaly in the Covenant's glassing technique and suggested they might not be glassing it. In Halo: First Strike, we find out this is the case as the Covenant only partially glassed the planet.) .

In 2550, he had had almost a third of his body burned by Covenant plasma. He didn't scream or shed a tear when he was burnt. He did, however, shed a tear when he was debriefed about the events of the Battle of Reach, which was the closest thing he had ever had to a home in the inner colonies. What became of him later is unknown.
