Project JAVELIN is a program administrated by the United Nations Space Command.

After encountering NOBLE Team on July 27, 2552, Dr. Catherine Halsey surmised in her journal that all but one of the team's personnel might be products of JAVELIN, if not a later generation of the SPARTAN-II program - the latter assumption being correct, unbeknownst to her at the time.[1]
