The Packbus is a Human transportation service aimed at Earth's illegal immigrants. In order to appear legitimate, they make sure the driver and a few of the passengers are legal citizens who allow the CAA to monitor them electronically via the Surveillance Grid.[1] It is known to operate in the United States.
