Miriam Baxendale

Dr. Miriam Baxendale is the head of Occupational Personality Testing, a subdivision of UNSC Human Resources.[1]
Background
At some point, her department was responsible for testing and recommending candidates for Kilo-Five. She later sent a message to Admiral Parangosky, stating that it was somewhat difficult finding personnel with no family ties who are capable of bonding well. She stated that Naomi-010 did not fit the criteria, but because of the extremely limited number of SPARTAN-IIs left, flexibility was required.
