After much conflict in the Covenant, an Arbiter is sent in to end the rebellion.[1] The Unggoy homeworld of Balaho is partially glassed by the Covenant in response to the rebellion. Its conclusion marks the beginning of the 23rd Age of Doubt and the ascension of the High Prophets of Tolerance and Restraint and the High Prophetess of Obligation.[2]
