Ministry of Concert

The Ministry of Concert[1]was a Covenant political body that represents and settles the political interests of the lower caste members of the Covenant hierarchy, which includes the Grunts, Jackals and Drones.[2] In the Unggoy rebellion, and the conflict between the Kig-Yar and the Unggoy over resources when the Minister of Fortitude requested to investigate the matter further, the Ministry of Concert denied to do so.
It should be known that a former Minister of Concert was to eventually become the Prophet of Tolerance.[3]
