Summary
Orna 'Fulsamee was a Covenant Elite.
'Fulsamee had a genuine hatred of humans, especially towards their cavalier naming of Covenant things. To 'Fulsamee, names were very important, and humans were not "worthy" to be naming things. It seems that 'Fulsamee also harbored a secret disdain for the Prophets, at one point his Prophet supervisor reminds him of the rodents he hunted in his childhood. Furthermore, 'Fulsamee appeared to be subtly unhappy with the war against the humans, as he felt that his race should "aspire to more" than fanatic warfare.
As of the 9th Age of Reclamation (or 2552 UNSC time), 'Fulsamee was a gold-armored Elite, and the Ship Master of the Covenant CCS-class starship Truth and Reconciliation, which was part of the Fleet of Particular Justice. His vessel was holding position above Installation 04 when the UNSC Pillar of Autumn arrived, directly from The Battle of Reach. Speculation
Note that 'Fulsamee was never specifically mentioned as killed in Halo: The Flood but in Halo: Combat Evolved, the player clearly faces and must kill the Ship Master of the Truth and Reconciliation in the level.
The book states that he was ship master of "A destroyer" but for continuity reasons it is assumed that he commands the Truth and Reconciliation because the Prophet is never said to have transfered to another ship.
Because he was never actually mentioned as killed, as well as his apparent displeasure with Prophets and the overall Covenant mission, some believe that he is the Arbiter but there is virtually no solid evidence to make such a connection. 'Fulsamee is the first Elite character introduced in the Halo storyline, so perhaps the author was just trying to make him a more believable character.
