Interestingly, the Spartan III program never went public, unlike the Spartan II's. This means there would be no need to have declared the Spartans as MIA to save face since there was no general public morale to boost. It would be sensible to conclude that Team Lima were pronounced MIA simply as another Spartan tradition, rather than protocol. Though the pronunciation of Lima being MIA may have not been totally inaccurate, since the group's actual status was never discovered.
