Decided Heart was a Sangheili Base World, where the clan of Warlord Thrall had settled. Thrall attempted an uprising, leading loyal forces to try and assassinate the clan's leadership. His attempt failed, and he was tried and imprisoned for his crimes.
The planet itself seems to have been barren, though with large settlements of Sangheili. It may be that it was a military base rather than a colony.
