The Ministry of Concert was a political body that represented and settled the political interests of the lower caste members of the Covenant hierarchy, including the Unggoy, the Kig-yar, and the Yanme'e.[1] During the Infusion Incident, the junior staffer Ord Casto, the future Prophet of Truth, requested permission to investigate the matter further. However, the Ministry of Concert forbade him from doing so, which inadvertently led to the Unggoy Rebellion. The Prophet of Tolerance, another future Hierarch, also once served in the Ministry of Concert.[2]
