In Halo Reach, NPCs have the ability to shoot faster than a player, and not just vehicles, but weapons too. It can be found in higher vehicles; it can be found in higher difficulties. The most notable difference is the Preksheda-pattern Shade, on legendary difficulty, an enemy NPC that's operating a shade can fire way faster than players can.[1]
