Steve Cotton is a Game Director at Bungie that has held many roles during his time there. As a Lead Multiplayer Map Designer working on Halo 2 & 3, he created many fan-favorite multiplayer maps such as Midship, Zanzibar, Sanctuary, Ascension, Coagulation, Beaver Creek, Standoff, High Ground, Valhalla, The Pit, Guardian, Narrows, Waterworks, Colossus, Containment, & Ghost Town. He is also credited for the conception of Forge World in Halo: Reach.

Zanzibar was the first multiplayer map that Cotton worked on at Bungie along with Chris Carney. It was done in 6 weeks ahead of E3 in 2004. It was specifically designed to showcase the new content and game mode in Halo 2 and showed off an assymetric capture-the-flag mode, dual wielding and vehicle boarding. Midship was Cotton's second map, that he built following E3. He continued to work on the other Halo 2 maps through the rest of development. Sanctuary was the first level created post Halo 2 and the original layout was done on a literal napkin. The setting was inspired from the campaign level Delta Halo.

Cotton created the map Forge World during Halo: Reach development when asked to create multiple maps quickly near the end of development. This lead to several pre-built maps as well as a playground for user generated content.
