Doctor Shephard was a human scientist who lived in the early-mid 24th century. They worked for the Colonial Administration Authority as a researcher for Project KYKLOS; the augmentation program for the first phase of the ORION Project. Shephard was responsible for the program's cyclic AMP response element binding (CREB) protein treatment.[1]
