Joyce Leblanc is a human emplyee of the Liang-Dortmund Corporation working on the human Outer Colony of Meridian. She was very appreciative of the performance of Governor Sloan, disregarding his signs of rampancy as not worth worrying about. An audio recording where she expressed such a thought was found and listened to by Fireteam Osiris when the fireteam visited Meridian Station.
