The full extent of the role and responsibilities of the Imperial Admiral title are unclear, save for it being the highest point of authority within the military mechanisms of the Covenant. Its only known title-holder was [[Xytan 'Jar Wattinree]], an Imperial Admiral in the final years of the [[Covenant]] who held considerable sway throughout the empire for his natural talent and insight. At the height of his influence and popularity, Wattinree was exiled from [[High Charity]] to command the far-flung [[Combined Fleet of Righteous Purpose]] - an armada of warships charged with oversight of the most far-flung reaches of the empire. This was done due to Xytan's authority threatening to outstrip that of the [[Hierarch]]s.{{Ref/Reuse|Enc22}} This is likely an example of a Covenant [[High Fleet]] exile, in which a powerful and charismatic Sangheili officer would be exiled to the far-flung reaches of the empire as a cap on their power and bestowed numerous ceremonial titles and names - but ultimately provided little legacy.{{Ref/Book|Enc22|Page=238-239}}
Usually an Imperial Admiral operates on a high ranking [[Covenant Flagship]] such as an [[Assault Carrier]], [[Covenant Supercarrier|Supercarrier]], or other powerful capital ships within the Covenant armada. Also, given the fact that they are not seen in combat, they are more likely stationed at command and control stations like [[Joyous Exultation]]. They seem to be higher ranked than a [[Zealot]]<ref>Halo: Ghosts of Onyx</ref>, but this is not known for sure. It is revealed in [[Halo: Ghosts of Onyx]] that the Imperial Admiral controls the fleet of the covenant. No Sangheili of this rank appears in any of the Halo games. It is also unknown if when [[Xytan 'Jar Wattinree]] defected from the Covenant if the [[Prophets]] replaced him with a [[Brute]], or if the position is still empty. As of yet, very little is known about the rank.  


Imperial Admiral Wattinree was one of the foremost voices of the [[Covenant separatists|separatist]] movement at the start of the [[Great Schism]], and assembled a force of around two hundred ships in orbit of [[Saepon'kal]] with the intent of leading a massive counterstrike on the [[Jiralhanae]] [[Alpha Tribe]]s, with the intent of then leading his force to exterminate the [[Flood outbreak|outbreak]] of [[Flood]] on [[Installation 05|Delta Halo]] before ultimately continuing with the [[Human-Covenant War|genocide]] of [[human]]ity as per the original vision of the Covenant. Ultimately, this force was stopped by a [[NOVA bomb]] planted aboard Xytan's supercarrier ''[[Sublime Transcendence]]''.{{Ref/Novel|GoO|Chapter=27}}{{Ref/Reuse|Enc22}}
The armor is like that of a councilor: silver armor covered with the gold Forerunner glyphs of Sacred Mystery. Such silver-and-gold Elite armor has yet to be seen or mentioned elsewhere, and may be superior in quality to the gold armor of a Zealot <ref>Xytan 'Jar Wattinree</ref>.

As described in the book, the Imperial Admiral was a lower position than councilor and prophets, but because of the trials in attaining the Imperial Admiral rank, that Sangheili(individual) had become more respected and thus more powerful than the prophets themselves. It can only be speculated but because there is only one Imperial Admiral, Sangheili are appointed to the position and are likely that rank until they can no longer perform their duties to the Covenant.
