The shield and firepower packages
Tactical Packages are exclusive gameplay enhancements featured in Halo 4.[1]
Overview
Tactical packages are software updates for the MJOLNIR [GEN2] armor that increase a Spartan's combat readiness and responsiveness. They can be accessed through each Loadout before a match is started or during a player's respawn time.[1]

Firepower package
The firepower package alternates the magnetic streams on the back of the GEN2 armor allowing a spartan to carry two primary weapons simultaneously.[1]
Shield package
The shield package reinforces energy-shield emitters allowing for a faster recharge rate after taking damage.[1]
