It has a beverage dispenser and a coffee machine, and was visited by Janissary James twice before and after intervening in Gene Lindsey's initiation ceremony[1] and Jersey Morelli as Durga informed him of the Deep-Space Artifact at Chawla Base.[2]
Trivia
The name may be a parody of the present-day "IcyHot", a muscle tension relief patch, but Hot 'n' Cold being a restaurant rather than a product.
