He was briefly mentioned in a [[Covenant]] message by [[Cortana]] in [[Halo: First Strike]].<ref>[[Halo: First Strike]], Page 156</ref>It is likely, based upon the Arbiter's rank and possible presence on the ship, that the guardian ''was'' the Arbiter. The role of the Guardian of the Luminous Key could have been to secure the index and bring it to the control room to activate Halo, as is later undertaken by [[Thel 'Vadam]] and [[Tartarus]]. Cortana, who was aboard the ship, did have possession of the Index, but the Guardian of the Luminous Key would not have known this.
