"Vergil" is a Huragok of the Covenant Empire who served during the First Battle of Earth at New Mombasa [1].
During the course of the battle, the data from the New Mombasa city A.I. construct, known as the Superintendent, was transferred into the memory of this Engineer. The Covenant which enslaved Vergil's race decided to defect to the humans.
It is also possible that Vergil is the name of the New Mombasa Superintendent AI, as Sadie continually refers to the AI as "Vergil" prior to the Covenants appearance on Earth. This would also take place before the Huragok appeared in Mombasa. [2]
