The UNSC Halo 3 Base is a United Nations Space Command underground base in the surrounding area of Mount Kilimanjaro in Kenya. It could be in Mt. Elgon due to existing cave networks and the reference in the countdown. The base is reference to as being outdated (In reference to the doors), being built for a 20th Century war. It was most likely used do to its strategically close proximity to the Ark. It is featured in the second campaign mission of Halo 3, Crow's Nest.
